It's not possible to transfer a partially filled form from one device to another in the mobile app (ODK Collect), so two users can't work on the same form directly using different devices.
One option is to have the first user complete and submit the form, and then let another user edit it in ODK Central.
Alternatively, depending on your workflow, you could use entities. One user could start collecting data related to an entity, and another could follow up later with additional information.
